Today is known as Bill of Rights Day.  On December 15, 1791 the Bill of Rights, the first 10 amendments to the U.S. Constitution, took effect following ratification by Virginia.  Originally there were twelve amendments proposed, but only Articles 3 to 12 would become known as the Bill of Rights.  Article 2, “varying the compensation for the services of the Senators and Representatives” wouldn’t be ratified until May 7, 1992, becoming the 27th Amendment to the Constitution.  The original fist amendment, concerning the number of constituents for each Representative has never been ratified.
